How The King Of Rwanda Became A Driver For The King Of Morocco

The answer is - power and money. Morocco's King Mohammed VI has a lot of cash. Forbes calculated his wealth to be US$5.7 billion, which makes the Moroccan King the 6th richest billionaire in Africa.

Evidently, Morocco is keen to rejoin the African Union, having quit the Organization of African Unity in the 1980s. The Moroccans seem to have settled on Kagame as their frontman in Africa. Kagame has in other words sold Rwanda to another rich buyer in which he gets a cut.

Why do I say that?

Look at these intriguing events between since June 2016:

* June 20, 2016, the Moroccan king decorated Kagame with the Grand Collar of Wissam Al-Mohammadi, Morocco's highest national award of honour.

* October 18-20, 2016, the Moroccan king made a state visit and promised to invest in Rwanda, and to finance Mrs Jeannette Kagame Nyiramongi's Imbuto Foundation.

At the end of his state visit to Rwanda, the Moroccan king was driven to the airport by Kagame himself. There he was - driver Kagame shamelessly becoming an errand boy for another head of state. When Kagame smells money, he will do whatever it takes to have it, no matter how crude and distasteful.

Little wonder that the Moroccan have now become Kagame spokesmen even involving themselves in internal Rwanda politics.

October 28, 2016, Ahmed Charai, publisher of the Moroccan weekly news magazine L'Observateur, published in Huffington Post "Let Kagame Have a Third Term as President."

The Moroccans apparently wish to keep their Rwandan driver in power indefinitely.

Now that Kagame Has Dumped Eugene, What Happens To The Eugene Gasana Jr Hospital in Kigali?

The hospital project was commissioned by the Eugene Gasana Jr Foundation set up to improve access to cancer treatment for children in Rwanda. The project was apparently co-founded by the now dumped ambassador Eugène-Richard Gasana. The project is named after Gasana's son, who received cancer treatment in the United States.

Pictured here is the architectural design of the Gasana Hospital. Construction on the hospital was set to begin in 2015 and completed in 2017.

Located in the Gahanga District, Kigali, Rwanda, on a 4 Hectare site, the hospital was to provide lodging facility for patients as well as residential housing for physicians and nurses. The design of the 100-bed hospital draws on Rwanda's traditional architectural - something like Kagame Convention Centre😬😎👀.
So has Kagame dumped the hospital, too, assuming it was already being built?
No one can accuse Kagame's Rwanda of being boring - in the North Korea of a thousand hills, wonders never cease😜

Rwanda is officially a nation of spies. People are employed to spy in each village, street, and in each building complex. This is the case in Rwandan diaspora. The sole purpose of spying is to keep an eye on others in their ‘area’ and reporting them to President Paul Kagame if something appears to be amiss. The thoroughness with the regime pursues this mission is such that no-one wishes to cause offence.

Wise Rwandans in and outside the country keep their thoughts to themselves unless they wish to invite trouble. In this sense, Rwanda is a perfect example of a nation run on fear.
The only remaining problem for Kagame is loyalty within his narrow circle of trusted sycophants. The ranks within this grouping is shrinking, too.


  • A few weeks, health minister Agnes Binagwaho was dumped. She was one of the few long term sycophants that had managed to survive for a long time.


  • It is now the turn of Eugene Gasana, Rwandan ambassador to the UN. So trusted by Kagame that Gasana was even a cabinet minister for cooperation while living outside Rwanda. Don't ask me how he conducted ministerial duties while living in New York!


Gasana is now dumped - recalled from ambassadorship! What has he done? No one knows for sure. Methinks, however, that Gasana forgot that in Kagame's Rwanda you keep your thoughts to yourself or you are finished. In the recent past, we saw Gasana outspoken even challenging the Americans at the UN. More recently we saw Gasana debating in the media whether or not he is the real father of one of Kagame children. That debate may have been the straw that broke the camel's back.

Who is next? Watch out!

The IMF and the World Bank Should Say No To Cronyism in Rwanda — An Open Letter to Ms. Christine Lagarde and Dr. Jim Yong Kim

Dear Ms. Lagarde and Dr. Kim,

RE: Cronyism will plunge Rwanda into chaos if left unchecked by the country’s financiers
I begin my letter by thanking you for supporting my home country, Rwanda. In 2016 alone, your two agencies will lend Rwanda nearly a half billion dollars — the World Bank’s loans and grants amount USD285 million while the IMF’s Standby credit totals USD204 million.
The purpose of this open letter, however, is about cronyism in Rwanda. Case in point is the Kigali Convention Centre (KCC), financed by the larger part of the USD400 million Eurobond the Kagame government raised in 2013. Shockingly, a company by the name of Prime Holdings Ltd is a major shareholder with 50% shares.
Now, Prime Holdings Ltd’s notoriety is documented in the IMF’s records, as I discovered when researching for my new book, Kagame’s Economic Mirage(2016). Back in 2006, the IMF concluded that Rwanda’s “adherence to conditionality was poor” because, among other things, “the publication of Prime Holdings’ audit was not met.” At the time, Rwanda was building two major hotels that would be the launchpad of its tourism business. Prime Holdings Ltd was in charge of this project.
In response to the IMF’s findings, the Kagame government admitted that Prime Holdings was corrupt and should not be in business. In a letter dated May 18, 2006, to the then IMF’s Managing Director, Mr. Rodrigo de Rato y Figaredo, Rwanda’s Finance Minister, James Musoni, and Governor of the National Bank of Rwanda, Francois Kanimba, described Prime Holdings Ltd as follows:

“With a view to enhancing transparency related to Prime Holdings’ two hotels, we have published a financial audit and business plan of Prime Holdings in December 2005 (missed end-September performance criterion). As the auditors concluded that “it was not possible to determine if proper books of account were kept by the hotels”, we have canceled the contract with the management company and are in negotiations with the Intercontinental group to take on the management of the hotels.”

So now, how does the discredited Prime Holdings Ltd which the Kagame government terminated a decade ago reemerge to own 50% of KCC? That is not all. Crystal Ventures Ltd (CVL) is also a shareholder in KCC. Owned by the ruling party, the Rwandan Patriotic Front (RPF), CVL is synonymous with cronyism in Rwanda. Without government contracts in building roads, chartering executive jets to President Paul Kagame, or constructing a stadium for a local municipality, CVL would collapse. CVL is the most critical deterrent to domestic and foreign investment in Rwanda — and explains why Rwanda’s top rankings in the World Bank’s Doing Business indicators hardly make a difference.
There is no question that we are witnessing in KCC entrenched cronyism via state capture by the ruling elite in Rwanda. Prime Holdings Ltd is a shadowy front. It does not have an address or website. Prime Holdings’ premises in Kimihurura were turned into military officers’ quarters by President Kagame in 2009. Rwandans thought we had seen the last of this mafia-like company, only to reemerge, in control of even much larger assets — KCC.
As Rwanda’s leading financiers, the IMF and the World Bank have an obligation to hold the Kagame government accountable to transparency. We urge your two agencies to leverage your lending and surveillance powers to intervene before Rwanda’s ruling elite bankrupts the nation.
At the very least, the government of Rwanda should explain how, when, and why it resuscitated Prime Holdings Ltd, after assuring the IMF that the corrupt company closed ten years ago.

How "Modern" and "Clean" is our Capital Kigali?


Good news! The National Institute of Statistics, Rwanda (NISR), has issued its Thematic Report on "Characteristics of Household and Housing," January 2014.

For statistics-crazy people like yours truly, its time to quench our thirst with "new" knowledge.

To put the new data to use, I briefly probe two aspects of Kigali Capital, namely, how "modern" and how "clean" it really is.
How "Modern" and "Clean" is our Capital Kigali?


HOW DOES ONE MEASURE THESE?

As is evident on the attached picture, Kigali is visually impressive. But the least effective way of assessing cities is surface appearance as in buildings on the main road.

There are more effective ways of measuring "modernity" and "cleanliness" of world capital cities.

I am inclined to look at two most fundamentals in life to get an insight into cleanliness of a major urban habitat: how most city residents 1) prepare their meals and 2) and the mode of toilet infrastructure via which they release themselves.

Can you thing of anything more fundamental than that? I sure can't. Luckily the NISR provides us with data to answer both questions.

HOW MEALS ARE PREPARED IN RWANDA & IN KIGALI

According to NISR, about 95% of Rwandan households (2.4 million) use either firewood or charcoal for cooking. More urban-based households (63%) than their rural counterparts use charcoal.

Of urban population only 5% of Rwandan households use electricity to cook. This use is primarily a Kigali phenomenon.

TOILET INFRASTRUCTURE IN RWANDA & IN KIGALI

According to NISR, only 1% Rwandan households use flush toilets - meaning that 99% use pit latrines.

That is a lot of latrines in Rwanda. Nearly 2.4 million latrines.

Of urban households including Kigali, 5% use flush toilets - meaning that 95% use pit latrines.

NISR, furthermore, informs us that in urban Rwanda "households often use shared toilet facilities due to lack of space or due to limited financial resources."

It comes as no surprise that there is no sewage system in Kigali City, a habitat of 1 million.

CONCLUSION?

Unknown to most, Kigali is a dirty city. It is smartly dressed but with dirty underwear.

Reality Check: Why Rwanda’s un-employment Figures are Misleading

Much has been discussed after the Rwandan government announced recently that her un-employment rate stands at 13.2%. Many interpreted this to imply that the rest of the working age population- 86.8%- are gainfully employed. Sadly, it is not the case.


According to the government’s own figures, there were 6,611,000 persons 16 years old and over living in regular households in Rwanda in February 2016. About 3,161,000 of them were in the labour force, either employed (2,831,000) or unemployed (430,000). An additional 3,350,000 persons were outside the labour force including some 2,205,000 persons engaged wholly or mostly in subsistence foodstuff production, not classified as employment according to the new international standards on statistics of work, employment and labour underutilization. And remember, a size-able portion of those involved in subsistence farming do not sell their produce for monetary gain.

Thus, the national labour force participation rate, that is the percentage of the working age population engaged in the labour force, was 49.3 percent indicating that slightly less than half of the working age population was either working for pay or profit or seeking employment.

The employment-to-population ratio, i.e., the percentage of the working age population who is employed, is an indicator of the performance of the national economy in providing employment to its growing population. The ratio was 42.8 percent.

The un-employment rate represents the percentage of the labour force that is unemployed, which is at 13.2 percent, indicating that roughly for seven employed persons there was one person unemployed but remember that 3,350,000 persons were outside the labour despite being in the working-age bracket.

The un-employment rate is not the only indicator of the unmet needs for employment. Other indicators combine unemployment and time-related underemployment and potential labour force. The potential labour force includes persons who were available for employment but were not seeking employment during the reference period as well as persons who were indeed seeking employment during the reference period but were not currently available for work.

Thus, by the government’s own estimates, the combined rate of unemployment and time-related underemployment is 34.0 percent more than twice the unemployment rate. The combined rate of unemployment and potential labour force is even higher at 45.4 percent. The composite measure of labour underutilization that combines unemployment, time-related underemployment and potential labour force was 60.3 percent, indicating that more than half of the labour force was affected by some form of labour underutilization.

Verdict: It is false to claim that 86.8% of Rwanda’s working age population is employed.

Sudan's War Criminal Bashir to attend African Union Summit in Rwanda

President Omer al-Bashir will travel to Rwanda on Saturday to attend the African Union summit in Kigali, Sudan Tribune learnt. The 27th African Union Summit will take place in the Rwandan capital Kigali from the 10th to the 18th of July 2016.

Al-Bashir attended the African Union summit in South Africa in June 2015 although South Africa is a member to the International Criminal Court (ICC). A local court ordered to prevent him form leaving the country, but Johannesburg government facilitated his return to Sudan.

In May of this year al-Bashir visited Uganda and Djibouti, which are ICC state members of Rome Statute.

As a host-country of the African summit, the Rwandan President Paul Kagame has announced that his country will not arrest President al-Bashir during his coming visit to participate in the African Union summit.

“President al-Bashir is welcomed in Kigali at any time. He will be free in his second home country. We will not respond to the ICC calls to arrest him. We will not take any action of such type against him”, Kagame said.

Rwanda is not a state party to the tribunal of war crimes but has the obligation as a member of the United Nations to cooperate with the court. However like many other African capitals, Kigali is critical to ICC and to its focus on Africa.

In April 2007, the judges at the Hague-based tribunal issued an arrest warrant for President al-Bashir, and for the governor of North Kordofan state Ahmed Haroun, who at the time served as state minister interior.

DJIBOUTI & UGANDA: On a related development, the ICC said Tuesday it had referred Djibouti and Uganda to the United Nation Security Council for failing to arrest al-Bashir while he was on their territory.

As ICC members, the two countries are obliged to arrest the Sudanese president. However, the African governments refuse to arrest him saying they are committed to an African Union decision calling to not cooperate with the Hague based court .

"On 11 July 2016, Pre-Trial Chamber II of the International Criminal Court (ICC) decided that the Republics of Uganda and Djibouti had failed to comply with the request for arrest and surrender of Omar Al Bashir to the ICC and referred the matter to the Assembly of States Parties to the Rome Statute and the United Nations Security Council,". said a statement released on Tuesday.

"It is now up to them to take the measures they deem necessary regarding this matter," the ICC further said.

Al Bashir is facing two ICC arrest warrants for five counts of crimes against humanity, two counts of war crimes and three counts of genocide. (ST)

Roads closed, security tight as Netanyahu lands in Rwanda

Major roads linking Rwanda's capital Kigali to the 10km main road from the airport have been blocked off as Israeli Prime Minister Benjamin Netanyahu arrived in the country for a one day visit.

The Israeli Premier is in Rwanda for few hours during which he has visited the Kigali Genocide Memorial Centre at Gisozi and is expected to hold talks with President Paul Kagame at Village Urugwiro.

Upon arrival, he was welcomed by Mr Kagame at the airport where he inspected a Guard of Honour before proceeding to the memorial centre where he was taken around the museum which contains records of the 1994 genocide against the Tutsi.

The two leaders will address the press before concluding the visit.

The road from Kigali International Airport (KIA) to Kigali Genocide Memorial Centre remained sealed off as motorists and pedestrians were asked to use alternative routes.

Adjoining roads to the main road which link to the main administrative and commercial parts of the city were closed off as stranded motorists parked in wait.

“We don’t know when we will be released to go. We are just waiting. It is a huge inconvenience,” a motorist who spoke to The EastAfrican said.
Rwanda National Police Traffic Department spokesperson, Jean Marie Vianney Ndushabandi, however said only one road was closed off to allow safe passage for the visiting leader.

“The other roads are open. There are alternative roads people can use,” he said briefly on phone. However, motorists and pedestrians said that alternative roads were not communicated.

The two countries share a similar history with regard to the Tutsi Genocide and the Jewish Holocaust.

Ties between the two countries have been strengthened in recent years, with Rwanda opening a diplomatic mission in Tel Aviv in March 2015.
They also have in place trade and investment partnership agreements with the Israel pledging to support Rwanda in sectors such as ICT, agriculture and defence among others.

Last year, Rwanda appointed Col Joseph Rutabana as the country’s Ambassador to Israel.
However, some of Rwanda’s dealings with Israel are not without controversy.

Last year, it emerged that Rwanda had signed a pact with Israel to take some unwanted immigrants from different African countries in return for favourable deals. Uganda is also involved in the deal and has come under scrutiny.
The agreement, which has come under scrutiny by human rights organisations, allows Israel to deport hundreds of Eritrean and Sudanese asylum-seekers to both Rwanda and Uganda in return for favourable deals that include millions of dollars in grants.
Addressing a press conference in Kigali last year, President Kagame acknowledged that discussions between Rwanda and Israel were ongoing.

“On Rwanda and Israel, yes, I know there has been this discussion and it has been a debate in Israel about these Africans who have migrated to Israel as they do to other European countries. Some of them are either there illegally or with different status,” President Kagame said at the time.

Earlier this year, it emerged that Israel had sold arms to Rwanda during the 1994 Genocide against the Tutsi, but the Israeli government said it would keep the details of the arms deal confidential.
From Rwanda, Netanyahu will head to Ethiopia as he concludes an eastern Africa tour which also covered Uganda, Kenya and Rwanda.
