Roads closed, security tight as Netanyahu lands in Rwanda

Major roads linking Rwanda's capital Kigali to the 10km main road from the airport have been blocked off as Israeli Prime Minister Benjamin Netanyahu arrived in the country for a one day visit.

The Israeli Premier is in Rwanda for few hours during which he has visited the Kigali Genocide Memorial Centre at Gisozi and is expected to hold talks with President Paul Kagame at Village Urugwiro.

Upon arrival, he was welcomed by Mr Kagame at the airport where he inspected a Guard of Honour before proceeding to the memorial centre where he was taken around the museum which contains records of the 1994 genocide against the Tutsi.

The two leaders will address the press before concluding the visit.

The road from Kigali International Airport (KIA) to Kigali Genocide Memorial Centre remained sealed off as motorists and pedestrians were asked to use alternative routes.

Adjoining roads to the main road which link to the main administrative and commercial parts of the city were closed off as stranded motorists parked in wait.

“We don’t know when we will be released to go. We are just waiting. It is a huge inconvenience,” a motorist who spoke to The EastAfrican said.
Rwanda National Police Traffic Department spokesperson, Jean Marie Vianney Ndushabandi, however said only one road was closed off to allow safe passage for the visiting leader.

“The other roads are open. There are alternative roads people can use,” he said briefly on phone. However, motorists and pedestrians said that alternative roads were not communicated.

The two countries share a similar history with regard to the Tutsi Genocide and the Jewish Holocaust.

Ties between the two countries have been strengthened in recent years, with Rwanda opening a diplomatic mission in Tel Aviv in March 2015.
They also have in place trade and investment partnership agreements with the Israel pledging to support Rwanda in sectors such as ICT, agriculture and defence among others.

Last year, Rwanda appointed Col Joseph Rutabana as the country’s Ambassador to Israel.
However, some of Rwanda’s dealings with Israel are not without controversy.

Last year, it emerged that Rwanda had signed a pact with Israel to take some unwanted immigrants from different African countries in return for favourable deals. Uganda is also involved in the deal and has come under scrutiny.
The agreement, which has come under scrutiny by human rights organisations, allows Israel to deport hundreds of Eritrean and Sudanese asylum-seekers to both Rwanda and Uganda in return for favourable deals that include millions of dollars in grants.
Addressing a press conference in Kigali last year, President Kagame acknowledged that discussions between Rwanda and Israel were ongoing.

“On Rwanda and Israel, yes, I know there has been this discussion and it has been a debate in Israel about these Africans who have migrated to Israel as they do to other European countries. Some of them are either there illegally or with different status,” President Kagame said at the time.

Earlier this year, it emerged that Israel had sold arms to Rwanda during the 1994 Genocide against the Tutsi, but the Israeli government said it would keep the details of the arms deal confidential.
From Rwanda, Netanyahu will head to Ethiopia as he concludes an eastern Africa tour which also covered Uganda, Kenya and Rwanda.

Ongoing attacks on Rwandan refugees in the Democratic Republic of Congo

Referring to the 12 June 2016 dated report, from the Rwandan refugee representative in North Kivu Mr Manassé Munyakazi, on the attacks and killings of Rwandan Hutu refugees, who dissociated from the Democratic Forces for the Liberation of Rwanda (FDLR), that started in the morning of 11 June 2016 around 8:30, in the valleys and mountains among MWESO, KASHUGA, NYANZALE and KIKUKU villages in the Democratic Republic of Congo, and commanded by Major General Gaston Iyamuremye alias Victor Byiringiro Rumuli;

Referring to the news, published by a Rwandan online newspaper VERITASINFO on 13 June 2016, about the call for help from the refugees attacked;
 With reference to the 11 June 2016 phone interview between one of those Rwandan refugees who were attacked, Mrs Agnès Ayinkamiye and the Journalist of Radio-Itahuka, Mr Serge Ndayizeye (see the attached interview translation);

Referring to the reports we kept receiving from other refugees in the North Kivu province of the Democratic Republic of Congo;

We would like to inform the Rwandans, journalists and international organizations the following:

1.We condemn Major General Gaston Iyamuremye’s decision to attack and kill Rwandan refugees he was supposed to protect. Such a decision is not different from the Rwandan government agenda of killing Rwandan Hutu refugees still present in the Democratic Republic of Congo’s jungles, since 1996 until now. Note that there are more than 250, 000 Hutu refugees still in those forests.

2.We demand that Major General Gaston Iyamuremye alias Victor Byiringiro and his combatants stop immediately attacking and killing refugees that they had protected for more than 20 years.

3.We implore the United Nations — UN, the Southern African Development Community — SADEC, the United Nations High Commissioner for Refugees — UNHCR, the European Union — EU, and the government of the Democratic Republic of Congo to firmly condemn such crimes that are currently being committed by Major General Gaston Iyamuremye against Rwandan Hutu refugees.

4.We implore the International Criminal Court –ICC to conduct investigations and get Major General Gaston Iyamuremye alias Victor Byiringiro Rumuli arrested, as well as others who massacred Hutu refugees.

Democracy in Rwanda Now a Nonpartisan Network of Rwandan Organizations

Rwanda has hardly ever existed without a dictatorship that ends in violence. Post-independence is indicative of this tragedy. The Gergoire Kayibanda regime was overthrown by General Juvénal Habyarimana in 1973. Most members of Kayibanda government were systematically killed by the new regime. Since then the army has been the most powerful force in Rwandan political life.

Habyarimana power grab via a coup d’état can therefore be said to have set a future course in which authoritarian rulers build a façade of legitimacy—to obscure the true nature of dictatorship. The civil war in 1990-1994, the violent end of Habyarimana and his regime and genocide in 1994 ushered in a new dictatorship led by General Paul Kagame. The 2003 constitution written under Kagame supervision grants him absolutist powers which he uses to rule Rwanda with an iron-fist. Genuine opposition is either in prison, killed or in exile. Today's iron-fisted rule makes Habyarimana's dictatorship seem like a democratic dispensation. Is Rwanda doomed to remain a dictatorship? We don’t think so. Rwandans like other peoples demand and deserve democracy whose key characteristics include free and fair elections and the impartial enforcement of laws.

Most Rwandans would no doubt like to see Rwanda emerge someday as a prosperous, and democratic republic. To be sure, the near-term future looks unpromising. The things required for genuine and broad-based development—rule of law, a well-regulated financial system, transparency of wealth, a strong commitment to science and education—are in short supply. Even much of private sector activities are controlled by ruling elite, the Rwandan Patriotic Front. But we cannot accept the notion that the current state is a permanent one where a nation of 12 million people will continue to suffer forever....

• We reject the idea that post-independence political dictatorship is the way of life for Rwanda forever.
• We reject the idea that removal of a regime in Rwanda must plunge the country into chaos.
• We reject the idea that Rwandans will remain bystanders while our rulers determine our fate.

Join us in our nonpartisan network of Rwandan organizations and individuals to engage in genuine dialogue on the future of our country. We are not nor do we wish to become a political party nor do we seek any future office in Rwanda. We are a platform for engaging in constructive discussion of our future. Debate is extremely important to our survival as a people. Talking about issues and trying to figure out how to solve them, makes the World, including Rwanda, go round. The persecution of Bantu Rwandans did not begin yesterday or today.

The persecution of Hutu Rwandans did not begin yesterday or today. It is rooted in the Tutsi monarchy XVI th century and the period of African independence in the 1950s through the European colonization.

Indeed, the Hutu Rwandans have been subjected, abused, persecuted and massacred without thank you, the so-called civilized countries of the planet Earth and the so-called international community playing the role of interested observers. If one starts from the earliest period when the RPF and Inyenzi-INKOTANYI attacked RWANDA Monday, October 1, 1990 from Uganda, the report is damning.

Hutu Children in the Camps of Democractic Republic of Congo

They called themselves inyenzi INKOTANYI RWANDA invaded from the customs in Kagitumba Prefecture BYUMBA giving border with Uganda. In three and a half years, the RPF-INKOTANYI had killed 650,000 innocent ethnic Hutu BYUMBA Prefecture alone without including others that were killed elsewhere in the prefectures of Ruhengeri, Gisenyi, Kibungo and Kigali .

This carnage was perpetrated under the complacent eye of the so-called international community and the perpetrators of this grisly task were not worried to date! In 1994, 6 April, the Presidents of Rwanda and Burundi MM. Juvenal HABYALIMANA and Cyprien Ntaryamira, attendants, pilots and those who followed them were killed by the RPF of Kagame supported by certain powers of this world. The book group of international experts, ” SILENT ON ATTACK “on page .67 stresses that” foreign power “that helped the RPF shoot down the plane was actually Uganda ….

The first and second meeting was used to plan the attack took place in Uganda, respectively, in the towns of Kabale and MBARARA.Une third meeting in which Kagame was present took place in March 1994 in Bobo-Dioulasso in BURKINA FASO. “Until to date the major powers involved have not yet leaked about the RPF-Inkotanyi of Kagame. A week later, then Prime Minister Faustin TWAGIRAMUNGU the RPF government-INKOTANYI himself said in BRUSSELS have “irrefutable evidence that more than 250,000 people had been killed since the RPF took power-Inkotanyi.” In 1995, April 22, at Kibeho in Gikongoro in southern RWANDA, five thousand (5000) war displaced Hutus were massacred in cold blood in broad daylight the soldiers of the Rwandan Patriotic Army (RPA) under the Kagame eyes of UN observers. (Cfr the book by Maurice NIWESE “THE PEOPLE OF RWANDA ONE FOOT IN THE GRAVE” (p.206).

These Hutus were from the prefectures of Butare, Kigali, BYUMBA, Kibungo and GITARAMA. They are grouped in Kibeho from IDP camps Kaduha Musange Mbaza (Rukondo) Cyanika (KARAMA) KAMANA and Munin (Mubuga). They were killed by RPF soldiers under the command of Col. FRED Ibinga, Commander of the axis Butare-Gikongoro CYANGUGU-then-by shooting, and nobody ever cared about the fate which was reserved, even the President of the Republic of the time Mr. Shepherd spoke BIZIMUNGU some three hundred (300) individuals! In 1995, KANAME (MAHOKO in the prefecture of Gisenyi), many thousands of Rwandan Hutus were massacred by the RPF-Inkotanyi of Kagame in the presence of the great of this world (cf. YOUNG AMERICA No.1811 21-27 September 1995 (p.11).

In 1996, the camps of Rwandan Hutu refugees in eastern Zaire (now DRC) contained more than two million (2,000,000) people. The RPF-INKOTANYI destroyed them with heavy weapons and many of these refugees have been massacred, others were forcibly repatriated in RWANDA. The 653,000 survivors were scattered in the jungles of Zaire as stipulated in newspaper ” WORLD “of February 26, 1997.

There are more than ten years a Western witness said in a report to the Security Council of the United Nations that the Tutsi rebels have carried out killings. Among these refugees escaped between 200,000 and 250,000 have reached TING TINGS and their fate remains unclear Hutu refugees, while 400,000 have failed to call for all had been massacred by the RPF-Kagame INKOTANYI of which boast the world and pretending be powerless. The Worse is that the RPF-Inkotanyi, Paul Kagame and his lieutenants who have committed these crimes in Rwanda where the Hutu were not prosecuted. By cons, Ignace Murwanashyaka and STRATON MUSONI, respectively President and Vice-President of the FDLR who were trying to speak for the voiceless survivors of the massacres of Hutu RPF-Inkotanyi is breaking with their families and eventually arrested by the great of this world. As referenced in the book HONORS Ngbanda Nzambo ” ORGANIZED CRIME IN CENTRAL AFRICA “(p.130), I quote:” If you do not join the RPF today, tomorrow will be too late when the body is in HABYALIMANA the streets of Kigali and his staff dragged before the courts told them Americans .

Other people moving Goodwill understand the cause of the Rwandan Hutu are being hunted by the lobbying groups in the pay of the regime of Kagame. Do not forget the Arusha tribunal (ICTR), which condemns the innocent on the basis of false testimony prefabricated and / or assembled from scratch by the RPF-Inkotanyi and its network of informers as Ibuka! Furthermore, those trying to flee the continued RWANDA, abused if not killed by death squads of DMI Paul Kagame in the country of refuge in BURUNDI, in UGANDA, KENYA, Belgium, etc … .

Recall that these bully poor countries Hutu refugees once there, otherwise reject them forcefully in the face of their tormentors in RWANDA Oh!
